DD1 is still wearing the character undies I got when she started PTing...two years ago. I have never liked how thin and loose they are. (Yes, even two years later, the size 2/3 are still loose on her!)
She has some Carter's undies, which I think are much better quality and fit her so much better. I just wish they had them in plain white because the bright colors sometimes show through her lighter colored leggings.
So what brand does your DD wear? Bonus if they come in plain or mostly plain white. I don't mind a little colored bow or waistband.

We still wear teh character undies.
IIRC, I think I sawa some plain white/pastel ones at Sears over Christmas. I think you can order some from Hanes too.

We were doing the character undies until very recently when I got really frustrated with the gaping whole. (DD is also still in the 2/3-ugh!) We found some really pretty ones from Janie and Jack. They looked like they were too much of a bikini cut to possibly fit well (I was afraid the leg opening might also end up big) so I just got one pair and the matching cami, but they fit perfect. We've got a pretty decent stock of those now. I've also been thinking about getting the organic undies from Hanna Anderson, but haven't tried them yet ...
We do the character undies- I figure character undies and PJ's & nightgowns are fine. I draw the line at character shoes and clothing (though the grandmothers have indulged her a little and of course then those are the only items she wants to wear.)
We do have a set of days of the week undies from gymboree- they run bigger and are lower cut in the front, but thicker fabric. Also we had some white w/ rainbow waistband Hanes- which also came w/ some w/ elephants on them. They haven't held up as well as Dora and the Princesses though. We started out w/ Hanna Anderrson trainers, which are thicker and I think their cotton is thicker in general and not as stretchy.
Old Navy or Gap, depending on what's on sale. DD1 still fits in their 2/3, but I also have some 4/5s on the way to see how they fit. They usually have patterns, but come in some light colors that are fine with light/white leggings.
They hold up really well, the fabric is decent and the elastic is fully covered -- unlike the character undies, which I ended up really disliking.

I agree. I don't have a girl, but had alot of trouble finding underwear that fit my son "just right", and the Gymboree ones are perfect. They are nice and thick, so they don't really stretch funny (unlike the Character ones), and they look great. The only downside is that we don't have a Gymboree store here, so I have to order them online (and pay shipping, customs fees etc), but it's totally worth it! I've used only these for his last 3 sizes now... might be worth having a look for your DD.
There is no force on this earth that could get DD to wear a pair of plain underwear. She has Doras, and princesses, and horses and rainbows and even Fancy Nancy undies... and every night she takes several minutes to pick out the ones she wants to wear (yesterday she picked yellow Doras because her dress and shorts were yellow - such a fashionista!) They are from Walmart and Target mostly, with a couple Gap ones thrown in. They've all held up remarkably well. We had a pack from Sears and they fell apart. The Gap ones are nicer - thicker material - but even the cheap ones last so long that she will outgrow them before they give out, so why bother.
I figure if she's in leggings, she's wearing a long shirt or dress that covers it, so showing through is not a concern for me at all.
She is also still in character jammies (and still in size 2T/3T.
My niece is in a larger size and I have noticed that they do seem to get stronger/thicker material the bigger they get.
