IKEA sells one for $15 which is a great price. I don't love ours, but only because my son is extremely large for his age, so it's a little too small for him (but that doesn't seem to bother him).
I'm no authority on the "best" potty considering my child has yet to actually go in one, but we have had this Elmo potty for about a year and she likes to sit on it. Her feet reach the ground and she seems comfortable.
We then moved to this soft potty seat. Again, she loves to sit on it, but no dice on the actual potty.
I think that's kind of like asking "what's the best bottle?" I think every kid is different and will prefer a different kind of potty chair. We got a soft seat topper because DD insists on sitting on the big potty and wants nothing to do with little potties on the floor. I think I've heard that other kids are intimidated by the big potty and need the little one.
You could always get one of each, or take A to the store and let her pick out her own potty so that she feels ownership and excited about the potty she got to pick out.

ditto! We started with just the cushioned potty seat for J, he picked it out though, since he was not at all intimidated by the big potty. But with A she started out with a little potty that she picked out.
Once they get the hang of it and are regularly on the big potty I HIGHLY rec one of these. We found one at WalMart, not the one step ahead one. It is a bit pricey but so worth not having to remove their seat when you need to use the toilet.
We have this one..it's a little potty seat, or you can put the padded seat part on the big potty and the bottom turns into a step stool.
DD started out only wanting the big potty, then we had an incident where she lost her grip and fell in. Now she will only use the little potty at home.

I like the smaller of the two baby bjorns. They have both at BBB. I also bought the Fisher Price Frog one that's popular and has high reviews on Amazon, but it was just too tall for DD. The bigger Baby Bjorn one was also too high/tall. DD sits on this one comfortably and has peed in it. Once. Now she likes to put things in it like her two sippy cups as I showed on FB this morning. I've also found cheerios in there and a little elmo doll...
Also, I highly recommend that you go with one that's non-slip on the bottom. DD likes to sit and stand and sit and stand. With tile floors, she'd keep pushing the chair around as well.
We got one of each kind: one soft-cushioned one to put on the big toilet WITH HANDLES. (My parents have one without handles, and it is harder to use.) This one lived in the girls' bathroom. This one is definitely easier clean-up etc.

The link doesn't work for me, but if this is the talking potty seat, I'm not a huge fan. I mean, it's cute and he likes it, but it's a PITA to empty. You have to take the top piece off before you can get the pan out. Our upstairs potty seat is a cheapie simple FP Precious Planet frog potty. It's 2 pieces and super simple.

DD's big on doing stuff the same way DH and I do so I think she'll prefer going on the big potty, and though I'm fine with diapers the idea of cleaning out a little potty seriously freaks me out.
We started A on the frog potty. He liked it, it was fine. I soon bought one of those rings that just goes on the potty, and he was equally okay with that. I now wish I'd just stuck with the ring potty, because he'll occasionally throw a fit and demand to dump in the frog potty .... and guh-ross. We've just been setting Vivi right up on the potty ring and she'll pee that way just fine, so the frog is in hiding.
I'd buy a potty ring and plop her on it before and after baths, naps, etc. You can get her a stool as she gets bigger so she can climb up there herself.
We have two frog potties and both kids LOVE them. At this point, they are both fully potty trained, but still love (and sometimes demand) to go on the frog potty. This infatuation was great when they were learning, but now it's just gross.
Neither of mine were afraid of the big potty and I think it had a lot do to with having the potty seats like A&J posted. We put them on both toilets in the house when our youngest started PTing and they worked really well. We recently took them off and they transitioned to the regular seat easily.
