Has anyone recently traveled with an infant and brought formula through TSA. Do they allow you to bring water in the baby bottles to mix with powder on the plane?

yes they do allow you to bring baby food and milk. I don't use formula but I have pumped milk in a bottle and it was just fine...just let them know. If you are also nursing be sure to nurse on take off and landing...this will help reduce the pressure in your babies ears. I think it is just the sucking so I am sure a bottle will do the trick too.
Yes, we flew BWI to Boston over Thanksgiving and I pre-filled bottles with water to mix formula and they just took the bottles out and examined them and didn't give me any trouble at either airport.
You just have to declare it. We didn't bring a bottle, but a sippy cup of juice last time we flew and some liquid medication. No problem at all. Just had to let them know about it.

When we flew with DD at that age, both times we left from BWI there
was no problem bringing a bottle of water through. I only brought one and put
it in the cooler with the powder formula already in a bottle and a few
bottles filled with bm.
However, on one of the return trips, the
TSA agent told me that I could get water once I crossed through the
gates, and I had to throw it out. The other one had to call a supervisor to ask about it.

I'm not sure if you mean you brought bottled water or water in a baby bottle. But I pre-filled baby bottles with water and they didn't make me throw it out. Maybe that's what you did too, but I just wanted to clarify that. I wouldn't try to bring bottled water (like Dasani) but if you put it in baby bottles maybe they won't make you dump it.
