OK mommy experts- anyone know where to get a GPS tracker suitable for a toddler?

I have a friend who has shared custody of her toddler and she has some concerns about flight risk, as the other parent is from Mexico and has mentioned returning there. Unfortunately, the child is not quite 2, and everything I've seen (watch type devices) lists 3 and up as the age.

Any ideas?
