I have a friend who has shared custody of her toddler and she has some concerns about flight risk, as the other parent is from Mexico and has mentioned returning there. Unfortunately, the child is not quite 2, and everything I've seen (watch type devices) lists 3 and up as the age.
Any ideas?

When we faced a parental kidnapping, it was the most gut wrenching months of our life. Have you looked at something like this, that can be sewn into a backpack or maybe even the sole of his shoes?
