I had a good guy friend that went by Rue (because of his last name)- so I automatically think of a guy because of that. A couple of us called him Rue-cifer because he was such an arse sometimes- so it can be modified into unpleasant things if you're thinking of using it.
While I think it's beautiful and I have a soft spot for it because of the Hunger Games, I can't get past the definition, like PP said. I couldn't call my kid "regret"

I think it is really cute. I kind of love it. If the Hunger Games movie is very popular then this is a name I would expect to become more common.
According to Wikipedia (I know, I know) there are other meanings for Rue.
