I wouldn't stress too much about the one gift thing yet- since the kids don't "get it" yet... but in the future when people ask what they want/like/need - be specific and say "C likes XYZ and A loves ABC... they are so different it's amazing!"... so hopefully people will take the hint.

Also, are they identical or fraternal? Mine are fraternal and by that age they looked so different and their personality differences were becoming evident so people stopped treating them as a unit (which did happen a lot more during infancy). I'd encourage dressing them differently (even if they have lots of matching outfits, they don't have to wear them on the same way ), maybe doing their hair differently, making comments about them separately--what they're like, what they're interested in, etc., and hopefully those who you see on a regular basis will start to follow your lead.
