Look at your cities website. A lot if community centers will have open walk with strollers. Sometimes it's free and other times it's really cheap. I would call and confirm hours and price. The city I used to live in would let you bring strollers everyday even though it said only Tues & Thurs only.
I'll also go to other malls to walk. Burnsville center isn't bad. MOA does open early for walkers only so you can avoid mall shoppers.

Where are you located? The Guthrie theatre is open to the public, not crowded and really neat : )

I live in South Minneapolis, where 55 and 62 meet, however since my son loves a car ride it's not a problem to travel to a new place to walk.
