If you're ok with CIO get Ferber's book read it then implement his strategies (it's more than CIO with check ins).
We used Ferber with DD and it took one night for her to start STTN. She also only cried 20 minutes. I give credit to the book and all the things it suggested for making it relatively painless and easy.
DO NOT try ferbering without reading the book, if you're not able to take the time to read it use another method.

I'm glad to hear someone else is going through this. My DS just turned one last week. He has been sleeping through the night from 6 months until I went back to work 2 weeks ago. Its not fun. I love my DS and I am now co-sleeping with him in order to get some sleep at night and be productive during the day. I have had to start giving him a bottle in the middle of the night aswell.
I'm sorry I'm not giving you any advice. I am not a fan of the Ferber method. Not so much for my DS but more for my husband who acts a bit like a baby when I let our DS cry for a while.
Any ideas on why? Mine doesn't either, at 19mo, but we still night nurse. And she wakes up when she pees. And she generally doesn't like sleeping. So I don't expect her to sleep through the night any time soon. (And I don't think it's particularly abnormal.)
