XP: OK at home pantsless but peeing in clothes

I know my boys are a little young, but we just did the 3 day bare bottoms at home deal and they did great. Only "accident" was when Eli was in time out (which I'm thinking may have been more for spite maybe not, but you never know). However whenever we put them in clothing (loose pants no underwear), they pee. This includes two 45 minute trips to a nearby park and after 30 minutes in our back yard. 

I was planning on just going all out, dealing with the mess temporarily, staying consistent and not reverting to diapers but with this track record I don't think that can. I'd say they're just too young, but when they're naked they do great. They can go for several hours without peeing then make it to the potty without difficulty.

Any suggestions or advice. Should we diaper for trips out for now, try to suck it up and stay consistent and clean up pee. Is there anything we can do at home to get them used to not peeing in clothes? WDYT?
