If I'm correctly understanding.... Inducing labor includes just about everything that one would consider augmenting labor, correct? Inducing just starts labor, augmenting is action taken when a labor has already started but has stalled?
Or is the action (whatever it is they "do" - chemical or physical) different in one stage than the other?

I am not sure if I totally understand what you are asking, but IMO inductions ARE augmentations. Inductions encourage and/or force the body into labor before the body would have done it on it's own, thus augmenting the natural flow of the labor.
inducing usually involves a chemical. but you can get a fowley bulb for induction sometimes instead. No chemical "intervention" this way.
Take your question to the ladies on the natural birth board. They can help settle the exact thing your are asking.
An induction is a type of augmentation. Other types include breaking your water or giving you an epidural or other pain medication or using a vacuum to help the baby out. Augmentation is anything that is a deviation from a natural labor and delivery.
Induction is commonly done with either pitocin (a chemical that gives you wicked contractions - trust me) or a foley catheter (a balloon inserted in your cervix to trigger or encourage dialation.
