It can but with my daughter I had REALLY loose bowels around 38-ish weeks for a few days and was anxiously waiting for labor to start because I'd heard the same thing. I ended up going a full week overdue.
supposedly its your body cleaning out in prep for labor. but I dont think it has been proven medically. So lets classify it as a wives tale.
It's not an OWT, it's just something that doesn't necessarily happen for everyone. My OB told me it is one of the signs to look for in early labor, along with back pain, contractions, etc.
