Throwing things and hitting

My Daughter is 16 months old, she throws tantrums all the time when she doesnt get her way she tends to throw things and hit. What can i do i already say no to hitting and if its a big enough tantrum i do tap a light spank on the butt, i want her to know hitting is wrong, obviously hitting for hitting makes no sence what else can i do.
