Toy flower bed?

DD wants a flower bed for Christmas, and I finally figured out it is a garden dhe wants, not sheets and comforter. 

Any ideas of what we can do as a toy garden, or suggestions of real flowers I  can pot and grow inside this winter?

Herbs do well inside.  Lettuce might if you have a sunny enough window that does not get too hot (heat makes it bolt or flower before it produces a lot of edible leaves). 

Can you do anything outside in pots?  Radish, turnip, carrot, onions?

These are called Sensory Tubs or Sensory Bins. There are lots of different themes to them, and can be custom tailored to your child's individual interests. I love the use of black beans as soil in that second link. HTH
