Meh. While I agree she's a wee bit over the top (checking on baby every 10-15 mins to make sure no hazards in crib??) I actually don't think it's a terrible idea. I don't see how that is much different than setting your kid up in a daycare - there will be rules and policies and such that have to be followed.
ETA: and while I think treating it as a "contract" is a bit much, it really just reads like a job description, which again I don't think is unreasonable to have. But whether you call it a contract or something else is just a semantics debate, really.
