That is pretty small, did you try Once Upon a Child? I hate the store, but I bet you would have better luck with a big bin of mixed brands to choose from. I did notice a lot of the smaller sizes are in great shape (unlike R's size that are worn and used a ton). Did you try a 5 on her? Maybe with heavy socks?
These are pretty $$$....maybe find a used pair?

I bought these for Claire in April (on major sale) in a size 6, hoping she could wear them this winter, and they run SMALL! So if you're looking for these boots you'll probably need a size 5 or so. No way Claire can wear the pair we bought her.
I am going to buy her a pair of Danalyn boots from Target again. About 20 bucks and they are fantastic. Admittingly I only originally bought them because it's my name (ha!).
I got dd's winter boots at Once Upon a Child this year. Last year, I bought them on craigslist.
I think it is ok to be big I think. DD can't walk around that well in the snow anyway - especially once she is all geared up in snowpants and a coat.
