Diaper Pattern ?

Has anyone used the Green Pepper F708 pattern to make diapers? I just bought it and read the instructions and it says to use the waterproof fabric on the outside, which seems backwards to me, as I'll be using the covers over a prefold. I'm using Thirsties Duo Wraps right now, and they're one layer of PUL, so I had assumed that the two layers in the pattern were designed to create a casing for the elastic, so that I could put the fabric in either order. Thoughts?
