I agree with stickers! I would also get some finger paint and finger paint paper. If you are unsure if your child is going to eat it you can always do pudding paint. I also love doing icecube painting. You just make icecubes with a few drops of finger paint in it, add popsicle sticks, and there you have it! It is basically like water colors but it is all mixed in one and they love it! Dot Art is a fun one too.

I did a non-messy paint project with DS that was fun. I took an old sponge and cut it up in different shapes. Then I dipped each piece in paint. After that I put a piece of paper in a ziplock bag and put the pieces of sponge in there. I zipped it and gave it to DS. He pressed the bag in different ways leaving paint marks all over the paper. We were left with a painting, but no mess. I got it off of a blog that had activities for one year olds. HTH
DS2 hasn't had crayons yet or anything, but he really likes Play-Doh. It just took a few tries of reminding him not to eat it (and in fact, taking a few bites of it), but now he enjoys squishing and playing with it.
My DS#2 is obsessed with paint brushes so we've started with that earlier than I figured we would. Let him dip the brush in a little paint on a plate or something and let him try it out. We usually keep him in the high chair so he can't get paint everywhere.

My son's nanny does a craft with him every day, here is some of what they have done...
~finger painting
~painting with shaving cream, just add a little color
~marble painting: take a box and put the paper on the bottom, add a little paint, drop some marbles and roll them back and forth
~Sun catchers: clear contact paper, leaves collected outside and glitter and then another layer of contact paper
~Dot painting, the bottles with little sponge on the top, you can get them pretty much anywhere
~Sponge painting: cut sponges into different shapes dip in paint
~Bottle spin art: take a little water bottle and put a little paint in and shake, then add a little more of a different color and shake again, etc.
