My LO has a patch of ezcema on the corner of his eye. Right now (per pedi) we've been treating the other patches on his body with 1% hydra-cortisone cream but I don't want to put that near his eye because he rubs them.
I personally suffer from eye eczema. I've tried it all and am now on Rx ointments.
My dermatologist had me start out w/ Eucerin Aquafor (OTC). It's safe enough for babies too. Actually, they even make a Baby Aquafor but I personally think it's a marketing ploy to charge an extra $1. It contains the same ingredients. My pedi suggested I use this on DD's dry skin.

My LO was suffering from very very bad eczema. We tried aquafor, aveno, and a couple of other products. My ped recommended extracting aloe vera from the actual leaf (can be found in many health food and grocery stores). With only a couple of applications, it is working beautifully. Aloe vera is much more natural than the hydrocortisone but basically does the same job (without some of the lasting side effects). I highly recommend this method.
Our general routine is to bathe every other day, and then apply aloe vera and california baby 3 times a day.
