With any luck, I'll soon have two babies just eleven months apart in age.
Since I wouldn't like to be completely housebound, I've been wondering how to manage the newborn's diaper changes in a public restroom (or other public area) with the older baby in tow. Could I handle this by myself? ...Is a stroller pretty much essential for containing the older baby?

Early on, yes, you will need to have your 11 month old in a stroller.
My older child (who is now 27 months) loves to walk and for the most part isn't in a stroller on the average trip. That being said, when I know we are going to be out for hours alone and that there will be diaper changes, feedings, and other things going on that require me to give my baby more attention, I still bring the double stroller so that I have a place to contain my toddler. It is just safer.
I wouldn't be nearly as active and free to go about my business without my double strollers. I am guessing that 2u2 moms on here who don't have a double stroller probably very rarely go out without their DH. For me, my husband has been deployed for almost 5 months, so I NEED my strollers.
