Here's a recent idea I saw on Pinterest which I thought was neat. Maybe you could do a mini version of it for the 3 yo's and decorate it like a jack-o-lantern?
my friend makes this mud pie, it's basically chocolate cake/brownie that she puts into a bucket and fills with gummy worms so it looks like worms in mud but tastes super yummy!
I was at AC Moore and they had this big box of foamy/felty cutouts that were a halloween theme. That could be fun way to let them decorate mini-pumpkins or just paper.
