The regular one size Flip covers are usually a little too big for a newborn even on the smallest setting. However, if you have a big baby, it just may work! I'm getting some xs Thirsties covers for the newborn stage and using the organic Flip prefolds inside until the baby is big enough for the normal Flip covers.

We also found the Flip covers too big on our NB. The suggested smallest weight to start is 8#. We had good luck starting LO with them once he was about 10#. I agreed that a smaller other brand cover might work for smaller babies.
Today was wash day & as I had ran out of pf's I reluctantly put our one & only Flip on my 3 week old. It worked like a dream & now I want to get another shell & inserts. Now my DS is a pretty big boy - he is 11lbs & the Flip fit him perfectly on the smallest size setting. On a smaller baby I don't think it would work as well!
I'm pretty sure this is unusual, but I've been able to fit a Flip cover on my 1-month-old since the day we came home from the hospital. In fact, our two Flip covers are my favorite because they never, ever leak. But, so far as I can tell, usually Flip covers are too big for a while.
Depends how big the baby is... our Flips started fitting at 5 wks/8-9 lbs and we've never looked back. He was 5 lb 14 oz at birth, so Flips would have been too big.
