As long as what was spent was in the relative range of what is "acceptable" to spend on a birthday gift, I don't see a problem with it.
Heck, I got my DH a bunch of restaurant.com gift certs (and I think a groupon too) for Christmas last year. He didn't really want anything and these forced us to do stuff together - and as a family (the groupon was for a glow in the dark mini golf place and was technically from the kids).
I said "no", but I wouldn't call it "tacky". It's just not something I'd give unless I KNEW they would use it. To buy a cooking class for a child? Cute, but yet... will the really use it.
If the giver knows they will, then I see no problem with it.
But I personally probably would not give a groupon as a gift to a child.
