I use sittercity.com and have good luck with them. If I needed to I will use care.com but have had good enough luck with sittercity. I interview everyone before they will watch my kids alone. I actually just PCS'd and am doing interviews this month!
Check to see if your base has a "For Sale" group on Facebook and ask to join. You can put out an ISO for a babysitter and people will respond to your request. Obviously you need to interview them first, but at least you can find fellow military moms that can help.
Also, you might be able to get a list of care providers from the family center who are in charge of the CDC's. They should have a list of in-home providers that are trained and certified through them that could also make really great babysitters.
