Since we have 2 working fitteds and 1 not-quite-working wool cover (but a few working non-wool covers)...I can actually measure to buy wool (I will NOT be doing customs at this point--probably used .
But I"m bad at measuring ME for clothes--let alone Buffy.
I assume I measure over the fitted...and I'll need waist over fitted, inseam (from ankle to fitted?), hips?, rise (which would be from crotch to waist over fitted, right?)

Yes, measure over a fitted. Rise will be somewhat specific to the seller, but typically is more from the belly button down through the legs and up the back to the top of the diaper

luckily wool is stretchy :-P
rise- start at the front top of the diaper and measure down around through the crotch and up to the top of the back of the diaper. you can add a little extra to this measurement to make sure everything is covered.
waist- measure arounf the natural waist, just above the diaper
hips- measure around the widest part of the diaper
thigh- around the thigh, just below the diaper
inseam is crotch to however long you want, sometimes it's just easier to measure a pair of pants that has the length you want
