Circo (target)- Very similar to Carters brand, seems to run a little bigger than most, but the actual height and weight suggestions are also a little bit bigger than other sizes. Circo and Carters fit my daughter the best for the longest amount of time. They are almost always the two brands that can get us completely through one size and into the next.
Jumping Beans (kohls)- Seem to occasionally run a little big in the waist, but I've also bought things before that fit perfectly in the waist. I think it all depends on the style of the pants. I really like their shirts that are cut in this style because they are a bit longer (my daughter has a long torso, although she's not very tall) and don't ride up while she's playing. Jumping Beans brand pants are typically shorter than Carters and Circo. I really like Jumping Beans brand clothing, especially their skirts and tops.
Okie Dokie (JCPenney)- I've only ever bought a skirt and one top that's Okie Dokie brand, mainly because I live near a Target and a Kohls, but the closest JCPenny is a bit farther away and I'm just not in that store very often. However, the couple of items I did buy never really fit DD in the waist, they were always a bit too big, but I do have a skinny kid.
Carters- Like I said above, Carters and Circo, in my opinion, are almost identical as far as fit. However, I've had some Circo stuff that has held up better than Carters and I've had some Carters stuff that has held up better than Circo. Overall, I've been pretty happy with both brands.
I think it may depend on your kiddo but for us this is what I've found:
Circo=really small in length, he was about 2 sizes ahead of everything else when he was much younger. He was wearing the 6 month size at 2 months old, outgrew it by 4 months. (It was a flag onesie that I thought I bought big enough for Memorial Day and 4th of July). A few other items he had he didn't get much use out of (like a month or so).
Jumping Beans=fit great in the waist. He only has shorts/shirts from that brand. We have a 12 month shorts, fit great. He also has some 18 month shirts and shorts and they are just really wide.
Okie Dokie=seemed to run big. He had a lot of those since we are close to JCP. He had 6-9 month fall outfits (shirt/pants) that he wore from Sept-March. Pants may be a bit long for some kids, they were great for him. His take home outfit was Okie Dokie and he didn't get to wear it until he was a month old. It was a 0-3M (fit was 8-12 lbs, 22-24") and he was 10 lbs and 22" at birth, it was just absolutely huge on him.
Carters=runs small. Especially one pieces. Separates, I can get away with a size smaller than one piece outfits. I've had some issues with the cuts on their shirts. He outgrew a 6M shirt at 2 months because it didn't fit over his head and his head wasn't super big (slightly under 50% at the time). We still have some issues with the head hole on his Carter's shirts.
DS is tall and skinny. He has always been extremely tall since birth and lost a lot of his weight. At 15 months he was 22 lbs and 33".
Sorry no paragraphs, bumping from my phone.

Circo (target) - a little large
Jumping Beans (kohls) - true to size
Okie Dokie (JCPenney) - true to size
Carters - true to size and sometimes a little small
Circo - runs on the smaller side
Jumping Beans - average to small
Okie Dokie - I think I have one onesie, and it's small.
Carters - runs on the bigger side
