G & E's party is in a couple weeks - most of the kids coming are 3-6 - and I'm doing a box of markers (.97), a few pictures to color out of a roll ($4 for the roll), and a bottle of bubbles. I'm also doing choc covered marshmallows and a Monster cookie.
Last year I did Crayons (I bought during back-to-school for .25 each) and made a coloring book out of pics I got online.
It think the edible stuff, and the quality (but inexpensive) stuff is the best.
DS' second birthday party was on Saturday, it was a construction theme. We did plastic hard hats from Oriental Trading (6.50 for 12), and wrote the kids names on them, and I made dump truck lollipops ($4 for the mold, and maybe $15 for melting chocolate and supplies).
For DD's birthday we did sand buckets with bubbles, package of goldfish crackers, and fruit snacks. It cost me like $2 a favor and all the kids ages 1.5-9 liked them.
If you are on pinterest, there are tons of ideas. We did cookies, playdoh, silly bands, bubbles, lollipops, stickers, goldfish. I like the little boxes with the smores ingredients in it too.
DS is 2 this weekend. I am doing applesauce pouches, bouncy balls, whatever candy comes out of the pinata, playdoh, and fruit snacks. there is a 12 month old coming, he gets puffs and applesauce.

Re: 2 b-day party Q:
skip the cheap plastic toys.
Something like package of goldfish crackers or the mini boxes of cereal are always a hit...good for multiple ages.
