Twin sale is coming up soon, I highly doubt I'll find one for a good price but in the spring there were 2, but I heard several people saying to themselves that they weren't worth that much used.
There was a double BOB on CL last year for $250, and it sold in an hour. I know because I wanted it! I think it might have been a Revolution though.
Are they ever availble on CL in your area? If not, I'd probably see the cheapest place you can find it new online (keep in mind REI and places have 20% off sales) and go 10-15% lower than that.

COL in St. Louis is all over the map. We live in a LCOL area (about 3 minutes out of St. Louis in the boonies), but our house in St. Louis county would easy be probably $100k more.
I am not exactly sure how much used ones go for in our area (I would guess $200+), but I do know that the 2011 models are much nicer (extra padding, etc) than the 2010 models and older so that is just something to keep in mind.

Depends on the model and location, I think. The fixed wheels (utility and sport, I think?) go for 200ish around here. I was about to buy a 4 year old Revolution-swivel wheel that you can fix (listed at 450, I offered and he accepted 400). After we had settled on a place to meet, he said he got so many e-mails about it that they were raising the price to 500.
I then found one online for 20% off and got it and a handlebar console for $500. I'm hoping I can sell it for 400 when we're done with it in a couple years.
REI often has them on sale for 20% off, making it about 500 at Labor Day.
I wouldn't pay more than 200 for a fixed wheel. 350-4 for a swivel, depending on condition and accessories.
