I have had occasional discomfort that I attribute to a crappy scar and getting old (where you feel the weather changing). I do remember being told that it takes the cut nerves a long time to grow back/heal and maybe that's what you're feeling? But if you're leaning more towards concern than just curious, call the doc for peace of mind.
Take this with a grain of salt, b/c I didn't have a c/s.... but, i did have surgery down in that area 15 years ago. It was probably a 2-3 inch long incision. It didn't feel quite right for 1 or 2 years after the surgery - kind of what you describe, tingling, sensitivity, etc.
If i were you, I'd probably see the doc - but, I wouldn't be alarmed. It's most likely just "getting back to normal" pings you're feeling.
you should probably call your doctor so that they can rule out any other possible issues (like the hernia PP mentioned).
but numbness and tingling sensations are quite common for weeks, months, even years following a cesarean. i felt this way for 2+ years. strange, one day, i noticed that i couldn't remember the last time i'd felt the tingling. i also remember being really concerned that it would be a problem with my next pregnancy (the sensitivity of my abdomen skin) but it wasn't at all.

does it happen when you sneeze or cough? A friend had a hernia where her scar was and that was her main symptoms.
If it is just discomfort or a little pain- you probably just need some more healing time.
