I second the parks, and there are a couple outdoor malls (Rookwood Commons and Crestview Hills Town Center). The Art Museum has free admission and the Krohn Conservatory requests a small donation.

Two of our family favorites are Gymboree Play & Music in Columbia/Tusculum and Beech Acres Park. You might want to call your local library and inquire about their children's programs (typically free). We also really like Woodland Mound Park (both the playground and the splash park), Recreations Outlet, The Cincinnati Nature Center, The Duke Energy Children's Museum (at the Cincinnati Museum Center), The Cincinnati Zoo, and [Planet Snoopy] Kings Island. There are also tons of fun things to do in the fall - from apple picking to pumpkin patches at area farms to trick or treating at the zoo and Kings Island. Newport on the Levee is great, too. You can walk across the Purple People bridge and play at Sawyer Point, which is fun. The Newport Duck Tour is also fun, which takes off from the Levee.
