If you are for sure going with Noah for one of the boys, I would go with Ian for the other. Liam is NMS and Owen does sound a bit matchy with Noah. Good luck!
I agree with your dh that Noah and Owen are too matchy (too much "o" going on there), especially for identical twins (I have an identical twin sister, and I am so thankful my parents gave us non-matchy names. People get confused and tongue-tied enough when staring at two little people who look almost exactly alike, no need to add to the confusion). Noah and Ian or Noah and Liam sound really nice togethe!!

As long as you stick with Noah, Ian is my favorite, then Liam. Owen is a bit match-y, but not terrible.
If you don't end up using Noah, Owen/Liam is the only other combo I would pick out of these four names.

I voted for Ian as well.
Noah and Owen don't sound very good together IMO.
Noah and Liam- Liam is nice, just not my favorite. I am biased towards Ian though!
I love Noah, and I think it sounds good with Liam. However, I prefer Liam as a nickname for William.
