Is it really faster to get 911 from a home phone? Something about a cell phone having to be routed through the state police? I have no idea here...

Yes it is faster for you to call from a landline (home, work, wherever) and we'll get the address that you're at. If you call 911 on a cellphone we can't tell exactly where you are at, it will give us an approximate radius of anywhere between 200 yards and 2 miles. That's a big difference anyway you slice it. Also with cellphones you're kind of at the mercy of whatever tower picks up your cell signal.
So if you're driving or you're near the border of your town, you may hit a tower in a different city. And it can get really bad if you're on the border of several areas and a) you're dispatcher doesn't know their city's borders or b) you somewhere that makes a difference of where "exactly" you are at.
For example, if you get in an accident at Marsh and Beltline you may be in either Carrollton, Addison, or Farmers Branch and where the impact was exactly determines what city you need.
So the moral of the story is call 911 from whatever phone you can reach just know where you are at ALL times. But if you call from a landline and can't talk we should be able to get your location, but with a cell phone if you can't tell the dispatcher anything else just tell them your exact location and make sure they get it!
