Where to go from here?

DD always grabs herself and says "I have to go potty!" We always rush and take her to sit down.  She never goes, ever.  She will sit there happily for 20 min saying "yay I did it!" but not one drop comes out.  This has been going on for months.  Sometimes she wakes up with a dry diaper and she still won't go on the potty.

I just don't know how to get her to understand she can pee/poop while on the potty rather than hold it.

I finally moved the potty to the living room and let her go pants free (against 3 day training advice) and eventually she had to go and I just plopped her on there and after a couple days of holding it for the entire morning she started going on there.

** She still holds it all day at my mom's house though one day a week.
