Who is eligible for USAA? My brother and SIL (he's actually my step-brother) are military.

Military and their dependents and current USAA members and their dependents. Dependents get grandfathered in when they hit majority. My dad was a naval officer and when I started driving I was put on his insurance. When I became an adult I was able to get my own USAA account. When Moe married me he became eligible. Our kids will be eligible as long as we stay with them and stay in good standing. Your brother and SIL are definitely eligible. You probably are not. Were either of your parents military?

I know USAA is now making some of their services available to the general population at large (i.e. non military) but I think it might only be their financial services and not the insurance. You should check into that.
