Ugh, I had this same exact issue w/ Similac. I signed up for Strong Moms right after they were born. 6 mos later, I hadn't even received a 'welcome' kit/letter. I finally called them up; they had no record of me. The lady was nice enough, said she'd send me some samples, coupons, etc. I finally got one of the rinky dink sample cans in the mail. Another 2-3 mos went by, never got anything else. I was getting so irritated, seeing all these girls on TB getting checks for up to $20 each, and some long after their LO's were formula-age. I finally decided to send them a nasty-gram email. With all of the data they ask for on us, our LO's, their ages, etc., you would think they could better target their checks/coupons to those who could actually use it. Not sending high dollar checks to moms of 3 year olds. I told them again that I had twins, was spending $250+ on their formula, choosing to use their brand over generic. I got an email reply back from a customer service rep who "thanked me for my input",said she would pass it on, and send me some coupons in the meantime. I thought, "ah, finally....relief is coming...can't wait to start getting my checks". Two weeks later I got a letter from their HQ, again thanking me for my input, and to please accept their thanks with the enclosed coupons. They were for all of $1.00 off and $2.00 off. For a grand total of three whole dollars. I was so aggravated I almost wadded them up and threw them away. Almost I really have no idea what you have to do to get the darn checks. I sure wish I knew though.

I signed up and sent a follow up email that I wasn't getting anything yet from Similac. They confirmed I was registered and said I would closer to my due date.
I did start getting them in the mail. Nothing extra for twins.. but "maybe" someone else in my family also signed up and gets them sent to her as well.
Same issue with Enfamil, they confirmed my enrollment but I haven't seen anything.
I need to follow up with Good Start. I signed up for all of these programs b/c I have never used formula before and figured I need to see what works.
I think you should just send them an email saying you thought you were signed up and haven't been getting anything, and then maybe have a neighbor or family member sign up as being 30+ weeks pregnant so you can start getting them one way or another.
My friend was using Good Start so she signed up for the checks. She never got one! She finally called and complained and got one set of a couple checks but that was it.
I'd call and complain and see if you get anywhere.
