I have an 18 month old boy and another on the way and have always wanted to cloth diaper. I have a few questions.
What can i expect to spend to start? Any particular brand or style to avoid? Wet or dry pail? Finally, my son is long and skinny and pees about as much as a full grown man... These questions are specifically for the toddler.

Hi and welcome. I'd start with the FAQ at the upper right of the CD home page. It should answer a lot of questions and give you some good resources.
Cost to start varies widely. It depends on what types of diapers you buy and how many. The cheapest are prefolds and covers, and it goes up from there. But you can do a diaper trial (try different brands, send back what you don't like for a refund), buy used, and you can sell what you don't like.
For everyone who hates a brand or style, another person loves them. You have to find what works for you. The FAQs have a link to brand reviews, however.
Dry pail. Wet is a drowning hazard and (IMO) gross.
There are options for heavy wetters. You may just have to adjust absorbency.

Costs vary depending on what type of diapers you buy. As Dr. L. said, prefolds and covers are the cheapest. We use Green Mountain Diapers prefolds and I really like them. They aren't as absorbent as a fitted or stuffed-to-the-gills pocket, but a) they're breathable, and b) you can always add an insert to boost absorbency. Also, you can adjust fit for almost all babies. My 7 month old is in red edge right now, and we can use brown edge as well.
Definitely dry pail, preferably open so air can circulate. You get a lot more stink with a closed pail (seems counterintuitive, but it's true).

I have a heavy wetter and hemp inserts have seemed to work for me! I bought some hemp inserts by themselves and just stick them in any of my diapers!
My personal rec (although, everyone and every baby is different) is to get maybe 2-3 different brands at first. More then that can be very overwhelming when you're trying to find what works.
Since your LO is skinny (like mine) I wouldn't rec Kawaii. I know they are cheap, but my DD doesn't fill out the legs and leaks- just an FYI.
I'm team BumGenius and Blueberry myself! (we spent about $200 for 23 diapers at first- I found some GREAT used or clearance deals. Going with the brands we have will be closer to $400 new)
Also, we use a PUL laundry bag and hang it on the door. Vera Bradley sells them, and some ladies on etsy.com sell them. A wet pail scares me, personally.
