I am trying to not over spend with getting everything that I need for cloth diapering since the whole purpose of making this switch is to cut back on costs.
Does $300 - $400 sound about right? That would be about 16 cloth diapers, cloth wipes, sprayer, and wet bags. I'm not counting the laundry detergent since we need/buy that already. Am I forgetting anything?

Yeah, it's doable for that. Here's what I spent:
That's a newborn stash and larger sizes / OS stash, though. Mostly bought used. Oh, and mom gifted us a sprayer. They run ~$50 (less if you make your own from plumbing parts).

It's definitely do-able.
It all depends on a lot of factors though.
You say 16 cloth diapers.
So if you're not including a separate newborn stash or anything, 16 one-size cloth diapers.
16 brand new BumGenius diapers from cottonbabies.com is going to cost you $250
16 brand new Kawaii diapers from theluvyourbaby.com is going to cost you $100
So it really all depends on the brand you're going for. I highly recommend not buying all one brand before trying it on your baby though.
A diaper sprayer is going to be around $50.
(you can also make your own which is much cheaper. keep in mind you don't need one of these until 6 months when your baby is on solids)
Cloth wipes, again it all depends.
Brand name cloth wipes are on average $1.50 a wipe.
Etsy WAHM cloth wipes are more like $1 a wipe or less.
You can just buy cheap washcloths or cut up some receiving blankets, which is practically free.
Wet bags, you'll want 2 at least (medium size for diaper bag) so those will be around $20
You'll want large wetbags or pail liners for the house, so count on $30 minimum for those.
250 + 50 + 1.50(30) wipes)) + 50 = $395
And that's if you go with the expensive options.
Some costs (not always necessary) you may not have thought of:
Cloth diaper friendly rash cream.
Cloth wipe solution.
Pail de-deodorizer.
Wipes warmer.
Diaper liners.
Extra inserts/doublers (hemp, cotton etc)
Disposables will cost another $1000 probably before pottytraining.
Compared to the $500 cost it will probably be, cloth is def. cheaper.
