Clingy 4 yr old: Normal?

My DD is being incredibly clingy lately.  Needs to be constantly entertained or engaged with either  my DH or myself.  Is this normal?  Is it just a typical developmental stage?  She is exhausting us.

    DD is going to be 4 on Sunday.  We're totally in a clingy phase; constantly jumping up and down and asking to be held, etc.

    I find it more often when we're tending to DD#2...

    Mine will be four next month and she is killing me. She started a new pre-school this summer and has become really clingy and is regressing and having fits and talking like a baby. And we have a new baby due in six weeks. Fun times!
