Mine started STTN around 7-8 weeks old and was a great sleeper until about 8.5 months. Then we went through a hellish phase that consisted of her waking up screaming every 2-3 hours absolutely miserable. We tried tylenol, gas drops, feeding her, giving her water, giving her dinner earlier, giving her dinner later, not giving her solids at night at all, etc. (The water did help for a couple of those nights.)
The only thing that worked was putting her down for bedtime and letting her CIO. It sucked really bad and lasted about 40 minutes but it was either she cry in the crib or in my arms. I just couldn't take the screaming any longer. That was the first night in about a month that she STTN.
The next night she didn't cry as long, about 30 mins. The night after I didn't have to let her CIO at all. She still has trouble some nights, but she's been a MUCH better sleeper since then.
I don't know if you can use any of that in your situation but I just thought I would share. I posted about it here and a bunch of moms said that it sounded like she just needed to learn how to self-soothe and put herself back to sleep. I know you're having a hard time with twins! I hope you get some sleep soon!!!
When DS was 8 weeks old he started STTN till he was about 4.5months. Since then he wakes up usually 1, sometimes 2-3 times a night. Typically I give him a bottle and he goes right back down no problem. I guess around 9 months old we could have started to sleep train him but I was just not prepared to let him cry it out. He will be 1 next week so we decided to start now. He CIO for about 40 minutes the first night. Since then he has STTN and it has been about 5 nights of concurrent 12 hour sleep.
I wish I would have started this a little earlier around 10 months or so but i think it was super easy on him since we waited a little bit longer.
I have a 9 monther who isn't STTN. I decided last week that I was going to make every effort to change that. I have stopped feeding her this week, so now I give her the pacifier to get her back to sleep. She usually only wakes once. I go in give paci, rub her back and leave. She has been fussing anywhere from a couple of minutes to a half hour. Then falls alseep until about 6.
LO just started sleeping through the night about 3 weeks ago. Prior to that, we were up every.single.night. If we make it through Saturday night, we'll have gone an entire week straight for the first time since he's been born - wahoo! The odd thing is that I'm more tired this week than I have been for several months. Maybe my body is so used to less sleep that it thinks I've slept too much!

Aidan STTN with the exception that he starts stirring when it's time to change his diaper but he goes back to sleep immediately afterward.
