I've seen lots of them for parties on etsy.  Not sure how cheap you are talking.  They can vary depending on how nice they are.  If you just search "stick horse party favor" on etsy, I see there are some for $7 each and there are some for almost $20.

And by "lots" I mean as in a number of them sold together.  Not a bunch.
