Elowyn is gorgeous but does remind me of Lord of the Rings so it would be added to the "guilty pleasures" name category for me b/c I'm not brave enough to use it. If the association with LOTR doesn't bother you, I would use it
Elowyn is very "Middle Earth" sounding, as pps mentioned. I would only use it if you have a very plain English or Scottish-sounding last name. Elowyn Smith or Elowyn Hughes sound good, Elowyn Garcia and Elowyn Pacino sound terrible.
I love it! Yes, it sounds like a LOTR character, but it isn't, so if people ask, you can just say "no, we didn't name her after LOTR, the name is Welsh". I love Welsh names - one of the ones on our list is Wynne, so maybe I'm a little partial? If YOU like it, go for it!

Way too LOTR sounding. And that's not a good way to name a child, who will eventually be an adult.
