If my baby is 3 months old, but a big chunky girl (16 pounds and 25 inches long) do you think I should stick with a small or go for a medium soaker? I read through her sizing info and it seems like a small will fit because of the stretch, but I really don't want to get one that she either doesn't fit into or outgrows too quickly. (especially because this will be DH when he finds out how much this new system is going to cost )

OK, I tried this once and TB ate my post. Let's see if it does so again.
If you're really concerned about it fitting her for a long time, you can always buy a medium. I'd recommend against this if she has skinny legs because you're more likely to get leg gapping, and it would probably be huge on her (it would come a long way up her abdomen), but the waistband is pretty forgiving so I don't think you'd have waist gapping. For what it's worth, we have a small and a medium and they both still fit DS fine. The only time I have to reach for the medium specifically so far is when I'm using it over a nighttime diaper.
I never even owned a small size WCW. I bought a small from another seller when DS was 15ish lbs and I couldn't believe how small it was. Yes, it stretched to fit, but it looked tiny so I couldn't bring myself to invest in a small WCW. From then on out, I've bought mediums. When he was smaller, yes they gaped at the legs a little, but that never caused a problem and there was no leaking.
Now, at 21lbs and 29inches, I actually bought a large recently and it fits him for his overnight diaper.
I had my son in a small WCW soaker when he was 6 months and 16 lbs. They fit him until he was almost 2 over a snappied prefold. They slim out so much the 2nd half of the year. The soakers have so much stretch to them!
We used a large WCW when he was 2 years but over a huge nighttime fitted.
