I have a few diapers that won't snap anymore. 2 of them I had always used on the fold down rise, and then when I switched to the full rise, those don't snap. So maybe they never worked, who knows.
Is there a way to fix them? Or a place to have them fixed?

if it's a whole row of snaps not working i'd try contacting the maker and see if they will replace the diaper for you.
snaps are a PITA to take out, so i wouldn't want to deal with an entire row of nonworking snaps lol.
I'm sure you could send it to one of those people that replace velcro and they could fix them. I have a few B4's that some of the snaps don't work, so I invested in a snap press. I have other uses for it so I know I spent wisely.
I'm not sure if the pliers would be strong enough to go through the fabric, depending of the thickness, if you have to replace the snap. I think mine just need to be pressed down more so if that is your issue then pliers might work.
