Floatation device for swimming ?

I'm having a hard time finding a good swim vest for my DS. He weighs 24lbs. I bought 2 vest outfits and neither of them keep him up. They actually both push his face forward in the water. I'm not planning on letting him swim alone I just want something to keep him safe. I was thinking of trying the swim outfit that has a ring tube around the stomach. What has worked for your LO?

    We didn't get a vest.  We went with a floatation device that's basically a raft with holes for their legs to go down into, so they totally float.  If they're in "swim" mode, we're holding them.
