MIL was in a car accident and her air bags were deployed. I told her to throw away the car seat and we're buying a new one.
DS is 3.5 years and 31 lbs.
MIL called and was going to buy the replacement and get the Graco Turbobooster. If I'm correct, it doesn't have a 5 point harness. I really want DS to still be in a 5 point.
Any recommendations?

Do you have him forward facing, or are you still rear facing him?
The Turbobooster is just a belt positioning booster. What about the Graco Nautilus? It FF to 65lbs then is a belt positioning booster to 100lbs.
He's FF. MIL didn't want to spend a lot of money so I'm going to pay the difference for a good car seat.
I'm going to get the Nautilus for my car.
I wonder if anyone has experience with Safety 1st Apex 65....I might get that one for MILs car.

Insurance will cover the cost of the seat--and will most likely require that it's the same type of seat (convertible or forward facing only, etc).
The apex65 isn't awful, but the evenflo maestro is the same price and a better seat all around.
Anyway, make sure she either has insurance cut her a check ahead of time or that they reimburse her.

She needs to fight them on that--they have to cover it. You can call the manufacturer to get proof that the seat needs to be replaced. All manufacturers except Britax and Sunshine kids require immediate replacement, no matter what, and britax/SK would require it with airbag deployment.
I know don't how hard she wants to fight them, but what they're doing is wrong. The seat is unsafe to use whether or not a child was in it at the time.
