I bought a Woombie for LO but it is a little too big. It says 14-19 lb, but he is only 12 lb. His arms move all over the place when he is in it. If it fit properly, would he still be able to move his arms all around?
It should fit pretty snugly, but yes, there is quite a bit of arm movement allowed with a proper fit. Woombies, in my opinion, are not a swaddle and should not be considered one. They limit arm movement, but they don't inhibit it.
We are using one on our baby for naps and as a transition from swaddling.
My LO could get his arms out when he was smaller, but then when he grew a bit. He could still move his arms, but wasn't able to get them out of the neck hole.
