Pail liner leaking, help?

I have 2 Planet Wise pail liners (green & black). I just took the green one out of the diaper pail and the bottom is all wet, like pee soaked through. It's only been 2 days. I've washed a couple loads recently with vinegar. Does vinegar hurt PUL? If not, anything else it could be? It's not on a seam, it's right in the middle of the bottom. TIA
