Have her contact Save Our Strays - soscats.org. They are a no kill shelter. They don't have an actual physical shelter, but they list their adoption info on their website and they have their volunteers foster them until they find them homes (if they don't have anyone who can foster them, they may ask her to keep them until they find them a home). Kittens usually find homes faster than older cats so I'm sure it wouldn't be long - I once fostered two kittens for them and they were adopted out within a week. Anyway, they are a great organization. I used to volunteer with them years ago.
