2 or 3 should work. Are you going to continue using PFs past the nb stage? If so, you may want more. I've had them wander off. I've also had the pull tab on the bottom-most part break on a couple of our older ones, though I suppose that could be if I'm being too hard on them (I don't think I am, but I don't know). They're still usable, but annoying.

I'm planning on moving on to pockets, but you never know I guess!
I had two at first when I was using flats. Then I moved on to pockets and inserts. I've recently wanted to go back to flats, but cannot find either of them.

I had 5, which wasn't strictly necessary, but I liked always having one on hand - at each changing station, in the diaper bag, etc. Of course, if all you ever use is prefolds, then your baby will always be wearing a Snappi,and you're less likely to lose it. We used fitteds and pockets too, so it was more likely that we'd misplace a Snappi.
We use PFs and covers for our NB. We have 3 snappis which works out perfectly. I keep one in the diaper bag, and alternate between 2 for each diaper change. I rotate the snappi from the diaper bag with the daily uses ones so all the snappis get about the same wear and tear.
I would definetly reccomend always using a snappi during the NB stage unless you have a lot of covers. NB poop can not be contained in a prefold otherwise and will get onto the cover and gussets. Even with a snappi, you may not always be able to wipe clean a cover for re-use.
