An agency will take "custody" of a child, even if it's just on paper, whereas a facilitator is just like it sounds, they match up BP's with AP's, and may help you find other services needed, but never take "custody" of a child. These are private domestic adoptions.
We used a facilitator and were extremely happy with our adoption.

We used a consultant, not a facilitator, but I will warn you, it's not legal to use on in every state. Be sure to check your specific state laws (and the laws of the BM's state if it's different) before you start with one.

Faciliators/consultants are not licensed and answer to no one (unlike agencies who are licensed and attorneys who would answer to the bar association/courts)...there are good ones and bad ones, but there is no oversight for them. In addition, they are not legal in all states -- it appears that they are not allowed in Louisiana: https://laws.adoption.com/statutes/louisiana-laws,8.html
I am in favor of facilitators. We lost lots of money with a traditional adoption organization and facilitators gave us hope again (our eventual match came independently though).
As for Life*Time, I would not recommend them at all since their commitment fee is so high. You want to find facilitators that will work with low fees. With LT, you basically have all of your money tied up w/them... and I can't recommend that AT ALL!
