I did a Cookie Monster theme recently...for my husband's birthday! He loves cookies almost as much as he loves me and his son.

My favorites are Donna's Gourmet Cookies (they also do cupcakes) in Montgomery or The Sweeterie in Marimont. I like Three Tiers too, but I like the others better. Three Tiers may, however, specialize more in specialty designed cakes/cupcakes like you're talking about.

 Ohhh... I just re-read your post that it's a Cookie Monster theme. The Sweeterie makes the AH-Mazing chocolate chip cookie cupcakes that could be right now your alley. SO good!
